La diplomacia Kangy de AsunciónUn día como hoy en el 2016, el Dr. Juan Ramón Bueno Jara, renombrado Doctor en Leyes del Paraguay y Latino-América, inició sus gestiones para fortalecer el capital humano y brindar entrenamiento avanzado en negociación a los jóvenes funcionarios públicos y abogados del país; una iniciativa que beneficiaba directamente a la Diplomacia Paraguaya.

En medio de la recesión económica y de las negociaciones con Brasil, sobre el uso y venta de la excedente energía renovable del Paraguay, dicha iniciativa del Dr. Bueno Jara no atrajo la atención del Ministerio de Relaciones Exteriores, mientras en el Palacio de los López el entorno del Presidente estaba agasajando el sabor del maletín hũ (2016); y la actual administración de Mario Abdo Benítez (MAB), continua apañando los actos de corrupción y empeorando la imagen del país.

Esta semana seremos testigos del “humo blanco”, para ejemplificar, en estos días que tenemos cardenal con documento paraguayo, la designación del nuevo Jefe de Gabinete de MAB. Se fue el primero de este quinquenio dando un portazo y el que vendrá tendrá la difícil tarea de dar un carisma al actual gobierno. Entendiendo por “carisma”, cualidad o don natural que tiene una persona para atraer a los demás por su presencia, su palabra o su personalidad para reanimar al país en terapia económica y por ende social.

Hace más de un año me encomendaron hacer un análisis del gabinete que se estaba preparando. Es interesante ver en el tiempo como algunos nombres ya no están y otros a duras penas se resisten a dejar el cargo y dejar libre la posibilidad al presidente, que le cuesta mucho hacer los cambios, dar el paso al costado para mejorar el desempeño de este equipo ejecutivo.

En aquella oportunidad reflexionamos sobre las aptitudes y capacidades del futuro gabinete con el Prof. Camilo Filartiga, Director del departamento de Ciencias Sociales de la Universidad Católica e investigador del Conacyt, y el mismo refirió que la importancia del análisis exhaustivo para la designación de una persona a ser ministro debe darse sobre de las capacidades individuales y experiencia de vida que tengan cada candidato en torno a las particularidades de las distintas carteras de estado. No obstante, amén de las características individuales están las genéricas que son el patriotismo, compromiso con el país y dedicación plena al ejercicio de sus funciones.

Haciendo una comparación de gabinetes, en la de Horacio Cartes, se instaló el discurso de la “Tecnocracia” donde su gabinete altamente técnico venía a reemplazar todos los males y la ineficiencia de gestiones en anteriores gobiernos por ser estos de carácter político. También no fue un modelo que dio sus mejores resultados y como ejemplo basta y sobra el fraude del MetroBus.

Los candidatos que están pre-calentando, deben de tener la capacidad tanto técnica como política, pero por sobre todo trayectoria pública reconocida y de servicio al país a través de una ética pública y valores que ha aplicado tanto en su vida privada como pública siendo la señal de legitimidad no solamente con sus funcionarios sino con toda la ciudadanía. Urge poner a los mejores y sacar a los incompetentes que ya muchos daños han hecho en este primer año.

Azerbaiyán y Paraguay


En el sistema económico mundial, cada Gobierno diseña una política energética propia en base a sus capacidades en materia de producción y comercialización de la energía [non] renovable. A la luz de esto, el Presidente de Azerbaiyán S. E. ILHAM ALIYEV ha propuesto una iniciativa que contribuye al bienestar general de la población mundial.  En el marco de la estrategia de un país independiente, la República de Azerbaiyán desea promover la cooperación económica – desarrollo de proyectos energéticos – con el Paraguay.  

Es menester tener en cuenta, que la cooperación comercial, económica y política entre Asunción y Bakú, es de gran importancia para las regiones de Sudamérica y el Cáucaso.  Azerbaiyán ha podido adquirir un lugar privilegiado en el concierto de naciones, utilizando la política energética para garantizar la seguridad y soberanía nacional. En este campo, el Gobierno del Paraguay, un país con abundantes recursos naturales, renovables, puede fomentar proyectos de investigación con el Gobierno de Azerbaiyán, con el objetivo de desarrollar una política energética sustentable y elevar tecnologías de energía renovable e industria petroquímica.  


La visita en Asunción, del Ministro de Relaciones Exteriores de Azerbaiyán, Elmar Mammadyarov (24 de Marzo-2019), estableció el curso diplomático y político adecuado, después del inicio de las relaciones bilaterales (2004).  Ambos estados forman parte del Grupo de Países en Desarrollo sin Litoral Marítimo. La visita de la Diputada Nacional Esmérita Sánchez De Da Silva (Sept. 2016), invitada por el Gobierno de Azerbaiyán, marca la primera visita oficial desde el Paraguay en Bakú.  Los lazos de amistad entre Azerbaiyán y Paraguay piden una cooperación más estrecha en las áreas de comercio, consultas políticas, desarrollo de proyectos energéticos, turismo y la trascendente integración en la Organización Mundial del Comercio.

Aggressive behavior of new Armenian authorities under leadership of Nikol Pashinyan only makes situation inside the republic more uncontrollable, negatively affecting stability of the entire South Caucasus, American expert on international relations, Peter Tase, sain today in an interview with Vestnik Kavkaza, commenting on Pashinyan’s latest statements on the Nagorno-Karabakh settlement.

“Pashinyan’s provocative rhetoric against Baku is inappropriate and aggressive, it will ultimately lead to more chaos and unrest inside and outside of Armenia,” political scientist said.

New Yerevan’s foreign policy looks especially strange because it doesn’t expand circle of Armenia’s allies, on the contrary, it just narrows it, while Azerbaijan continues to strengthen its regional and international ties, Peter Tase noted.

“While Pashinyan repeats the same uncompromising statements over and over again, President of Turkey strengthens friendly, mutually beneficial relations with Azerbaijan,” he said.

According to Tase, Russia has key role as mediator in the Nagorno-Karabakh conflict settlement. That’s why Moscow will likely take more steps to make new Yerevan less aggressive.

There is a group of politicians in the U.S. Congress pushing for the anti-Azerbaijani interests of the Armenian diaspora, American expert on international relations Peter Tase said in an interview with Vestnik Kavkaza, commenting on a ban on the sale of air defense systems to Azerbaijan.

“I think the congressman Sherman from California represents large community of Armenians in the United States. And they are critical to his election victory. Sherman has also been active on a political war against Azerbaijan since 2005 – after becoming a member of Congress he has begun to hinder and blackmail the strong bilateral alliance between the U.S. and Azerbaijan,” Peter Tase noted in the fist place.

“If you go and look into his official website, you’ll find information that makes him very active on his campaign against the bilateral relations between Azerbaijan and the U.S. Congressman Brad Sherman has been active in trying to promote the Armenia and U.S. collaboration while jeopardizing and hindering and mining the process of strategic partnership between Azerbaijan and the U.S.,” the American expert pointed out.

The protracted armed conflict in Azerbaijani territories, occupation of Nagorno-Karabakh by Armenia must end immediately, Peter M. Tase, expert in Transatlantic Relations and Azerbaijani Studies, a senior advisor to the Global Engineering Deans Council and to various European and Latin American governments, told Azernews, Trend reports.

He noted that Azerbaijan has been very careful, pragmatic and consistent when it comes to solving the armed conflict of Nagorno-Karabakh.

Tase stressed that Baku is a trusted partner of the West and has established an admirable reputation when it comes to embracing a negotiations practice that is envied by some of the most sophisticated democracies in Europe.

“On the other hand, issues arising from the internal disputes in Armenia are matters that must be resolved among Armenian political leaders and civil society,” he mentioned.

The expert pointed out that Nagorno-Karabakh is a sovereign territory of Azerbaijan, historical sources and archaeological sites show ample evidence of this region considered to be the heart of Azerbaijani nation and economy. He added that this conflict that has serious security implications throughout Europe, Central Asia and the Middle East.

As to additional steps needed to be taken to advance the negotiation process on the Nagorno-Karabakh conflict, he considers that first, the Armenian Armed Forces should withdraw from the occupied territories and second, the Azerbaijani communities, that were forced violently to leave their homes in Nagorno-Karabakh, should be allowed to return in their hometowns.

The military drills expected to take place in Armenia are certainly an open provocation against Azerbaijan, in particular, Nakhchivan Autonomous Republic, Peter M. Tase, Scholar of International Affairs and author of various books on Azerbaijani Studies and Latin American Politics, said in an interview with Azernews.

“Armenian Armed Forces together with Iranian Defense Forces are openly destabilizing the fragile security environment in the Caucasus; violating international laws and UN resolutions; encouraging Yerevan to continue with its occupation of Azerbaijan’s sovereign territory; and undermining the peace dialogue that is shaped by OSCE Minsk Group (that was established by OSCE in 1992 and unfortunately has been incredibly weak when it comes to delivering tangible results and avoiding double standards),” he stressed.

The expert said that the majority of officers in Azerbaijani Armed Forces in Nakhchivan is trained in the Western European countries and they have successfully completed Special Forces training in some of the best military schools of Europe and North America.

“On the other hand, within the Armenian Armed Forces, their level of moral is at its worst levels and overall lack of ammunition to sustain prolonged fighting and weak military training would make Armenia a very unsuitable party to start an offensive; within a matter of two hours (after their offensive), Yerevan’s forces will be met with a destructive force and large scale irreparable damages from the immediate counterattacks of Azerbaijani Armed Forces. It is very inopportune for Armenia to undertake an offensive against Azerbaijani territories at this day and age,” he said.

Tase called the world community to understand that Armenian leadership is always articulating pro-war rhetoric due to their selfishness, fake aggressive impulses and stupidity.

“Meanwhile, Azerbaijan is hosting International Scholars and Students every year to engage in dialogue of peace, multiculturalism, study the interfaith tolerance that has existed for centuries in Azerbaijan and is a great practice towards fomenting peace and prosperity in the Caucasus, Eurasia and Africa. Baku International Multiculturalism Centre and its Executive Director Ravan Hasanov and its Chairman of the Board Academician Prof. Dr. Kamal Abdullayev are doing amazing work towards strengthening peaceful inter-religious dialogue, globalizing the positive cultural values of Azerbaijan and preserving peace, economic prosperity and promote realpolitik in Europe and Asia,” the expert noted.

Further, he shared comments on U.S Congressman Bradley Sherman, and his proposal to amend the “National Defense Authorization Act” of the U.S. and prohibit the sale to Azerbaijan of American weapons that can be used against the so-called “civil aviation” of the occupied Nagorno-Karabakh. Tase noted that the legislative initiative recently sponsored by the U.S. Congressman Bradley Sherman is one of many prominent projects in favor of Armenia and its occupation of Azerbaijani sovereign territory.
